Some of the problems that exist within the Marquette Community is lack of sustainable livable jobs, lack of community centers, gang violence and drug distribution. Within the Marquette area there aren't many high paying jobs that provide the community with incoming revenue to further development as a result it remains in its current state not completely impoverished but not middle class either. In the early 1900s the Marquette neighborhood was occupied by mostly whites and did not open up to minorities until the late 1970s during the white occupation Marquette was a very well known middle class neighborhood that bordered Englewood another well known white occupied neighborhood. When the white flight within Marquette park occurred most of the small businesses that were white owned left as well. As a result a large portion of the revenue that circled within Marquette Park disappeared along with the whites, the Marquette neighborhood however didn't completely fall down however new minority owned business such as liquor stores and many fast food joints opened. But the problem with these businesses however is not that they don't produce enough revenue but what they stand for. Fast food places help promote obesity because the food that is served is very high in grease, fats, sugars, and salts this combination is dangerous and will always lead to high blood pressure, obesity and diabetes which ultimately leads to an untimely death, and wasted tax dollars that go into workers compensation because the workers have so many medical issues. Other small businesses that exist within the community are liquor stores these businesses are worse than fast food restaurants because they promote intoxication and every form of medical problem associated with unhealthy food you cant have a strong community without strong workers. Another issue within the Marquette community is lack of community centers. Most children within the community are either always out on the streets or always inside their homes neither of which are good. When children are exposed to new situations they tend to repeat what they see as result of the situation being a learning experience. Most of the things children learn on the streets are not beneficial to the community in any way and often times help to destroy the community at large. Community exist for the betterment of the community this imposes a complete spectrum engulfing the entire community at large. Children can be included in a community center for educational purposes and just general activities that help to occupy kids and keep them off the streets such as a free summer camp. The last issues within Marquette Park are gang violence and drug distribution during the late 1980s and 1990s to the 2000s gang association was popularized and seen as a trademark of a "real man" and still is today. As a result many of the people living within Marquette Park converted to this lifestyle because of this the community has rapidly deteriorated because some of the working men are either incarcerated or deceased as a result of gang violence another effect of gangs is violence and increased loss of incoming revenue. If a gang is notorious in a certain community or it is known that certain factions are fighting within the are most individual will tend to stay away from the community as a result you get the educated and working people leaving the neighborhood and you are stuck with the incredibly impoverished and gangs as a result the community becomes a financial sink hole because no money is coming in or out and eventually the houses become foreclosed and residents leave the community entirely.

Federal and state laws govern the establishment and administration of prisons as well as the rights of the inmates. Although prisoners do not have full Constitutional rights, they are protected by the Constitution's prohibition of cruel and unusual punishment (see Amendment VIII). This protection requires that prisoners be afforded a minimum standard of living. Prisoners retain some other Constitutional rights, including due process in their right to administrative appeals and a right of access to the parole process. The Equal Protection Clause of the 14th Amendment has been held to apply to prison inmates. Prisoners are therefore protected against unequal treatment on the basis of race, sex, and creed. Additionally, the Model Sentencing and Corrections Act provides that a confined person has a protected interest in freedom from discrimination on the basis of race, religion, national origin, or sex.
